The Administration Program serves as a liaison between the County of Maui community and government- including state and federal levels. The program also provides cost effective administration support and leadership to County of Maui departments and community constituents.
The Budget Office provides timely, accurate, and unfiltered information and analysis regarding budgeting, forecasting, and fiscal policy issues to the Mayor, County Council, and departments.  
The Community Development Block Grant Program's main objective is to improve communities, primarily for persons of low and moderate income by providing decent housing, suitable living environments and expanded economic opportunities. 
The Office of Economic Development works to help strengthen and diversify the economy by supporting existing businesses and assisting in the attraction, development and expansion of new businesses. The mission of the office is to promote and nurture sustainable economic development within Maui County consistent with the community's needs and priorities.

Performance Measures are directly linked to budgetary outcomes. The adjacent chart offers a snapshot of the Office of the Mayor's budget. The Office accounts for approximately 3% of the County's Operating Budget.

FY 2017 Highlights:

The Administration Program:
  • Provided press releases and official statements for media within a 24-hour turnaround period.
  • Met 100% of success measures related to fostering new and existing relations in the local, state, federal and international arena.

The Budget Program:
  • Maintained a bond rating of AA+, supporting the goal of providing the highest quality budget management for the county to protect its fiscal integrity. 
  • Received the Government Finance Officers Association (GFOA) Budget Presentation Award.

The Economic Development Program:
  • Met 100% of measures related to fostering job creation within Maui County with new and expanding businesses.
  • Met 100% of success measures related to having Maui County Business Resource Center become the "Top-of-Mind" one-stop shop for business startups and business training.

Community Development Block Grant:
  • Met 100% of the Program success measures. Including: ensuring that the grant awarded to the program is used for activities that benefit low-and moderate-income persons.
  • Complied with pertinent Code of Federal Regulations and stipulations for funds and reports.

The best performance measures start conversations about organizational priorities, the allocation of resources, ways to improve performance, and offer an honest assessment of effectiveness.

Breaking Down Performance Measures

So how does the Office of the Mayor measure up? Programs met 79 success measure estimates overall. Additionally, The following chart details the breakdown of the 110 performance success measures for the Department, by program. Each measure of success is categorized as either improving, maintaining, or declining in the past year (FY 2016-FY 2017). The majority of programs in the department are either improving or maintaining their measured success. Rather than seeing success measures as a static and final indicator, departments use them as continuous gauges and guides for future operation.
Performance Measures provide both overarching goals for programs that adhere to the department's mission, and measurement level numerical data to help departments assess their ability to implement budget dollars effectively and serve the Maui community.
